La Federación de Asociaciones de Profesionales y Técnicos de las Universidades del Estado de Chile (FENAPTUECH) se reunió en Asamblea extraordinaria este lunes 23 de noviembre del 2020 en donde cada unos de los dirigentes de base y nacionales discutieron las implicancias del proyecto de ley de presupuesto 2021 presentado por el ejecutivo y en especial las partidas para la Educación superior, por lo cual producto de esta discusión amplia y democratica nuestra Federación declara lo siguiente:
1. El
proyecto desconoce el tremendo aporte que estas Universidades, especialmente
estatales y regionales, han venido haciendo históricamente a la formación de
tantos y tantas jóvenes, al desarrollo de las artes, la cultura y su
vinculación con sus comunidades y, especialmente, la producción de conocimiento
y sus aplicaciones.
2. El
aporte de las disciplinas cultivadas en las universidades ha sido especialmente
evidente en un año en el que la pandemia ha puesto a prueba el compromiso de éstas
con la sociedad chilena. Nuestras casas de estudio han dado muestras de sus
capacidades, tanto a través de aportes materiales como el diseño y entrega de
dispositivos de protección personal, la confección de prototipos de
ventiladores mecánicos, el análisis de muestras a través de la técnica PCR,
entre otros. En cuanto a los aportes inmateriales, las Universidades se han
convertido en amplias plataformas de orientación y ayuda a tantas y tantas
personas impactadas por la pandemia y sus efectos, en sus más variadas formas.
3. La
reducción de fondos basales a las instituciones estatales para repartirlo en
todo el resto del sistema privado así como el financiamiento de la gratuidad a
expensas de ellos vulnera el espíritu de la Ley 21.091. Evade a través de la redistribución
de partidas presupuestarias el compromiso de un mayor gasto fiscal.
4.
Además, esta falta de consideración invisibiliza las consecuencias que un
ajuste presupuestario de esta entidad conlleva. En efecto, no advierte cuáles
son las actividades que deberemos dejar de realizar, a quienes dejaremos de
impactar con nuestro quehacer, cuáles serán las repercusiones para la
estabilidad laboral y las condiciones de trabajo de funcionarios y funcionarias
de nuestras universidades.
4. RECHAZAMOS en forma categórica la
propuesta presupuestaria para educación superior presentada por el Gobierno
para el año 2021.
5. INSTAMOS al Gobierno a reevaluar las
partidas presupuestarias 2021 relativas a educación superior y considerar las
nefastas consecuencias que aún no somos capaces de dimensionar, especialmente
en la fuente de trabajo e ingresos para tantas familias ya golpeadas como
resultado de la pandemia que todavía atravesamos.
6. SOLICITAMOS
a los parlamentarios y parlamentarias particularmente de aquellos de
regiones a pronunciarse en contra de la Ley de Presupuestos, especialmente en
lo que se refiere a la reducción del presupuesto para educación superior, evidenciando
una precarización hacia nuestras instituciones, que día a día se esfuerzan por servir al país,
a sus regiones y a sus habitantes.
