Ante
la propuesta de protocolo de incentivo al retiro para profesionales, académicos
y directivos de Universidades estatales, que hemos conocido por intermedio del
CUECH, esta Asociación informa que si bien el proyecto posee el espíritu de
subsanar la pérdida por el daño previsional sufrido, no satisface las demandas
de los profesionales que representamos, ya que pone en riesgo la posibilidad de
que un grupo importante no acceda al beneficio adicional propuesto, debido a los
bajos cupos que establece y la falta de un mecanismo que transparente la
selección de los postulantes.
El
proyecto tampoco acoge la demanda de cancelar el diferencial del beneficio
entre 935 y 390 UF para aquellos
profesionales que se retiraron bajo la ley Nº 20.807, pese a que en reiteradas
reuniones con representantes de la Dirección de Presupuesto les solicitamos que se excluyera a
los profesionales de la "ley corta", y que bajo una nueva ley, se les
cancelara el diferencial. Lamentablemente, a la fecha no se observa voluntad política
del Gobierno para acoger esta demanda.
Cabe recordar que la ley Nº 20.807 fue negociada por otras organizaciones
nacionales de funcionarios, las cuales insistieron en incluir al estamento
profesional en un proyecto que les concedía una bonificación inferior a la
obtenida mediante la ley anterior Nª 20.374.
Dados
estos antecedentes, la Federación Nacional de Asociaciones de Profesionales y
Técnicos de Universidades Estatales de Chile (FENAPTUECH) ha hecho llegar al
CUECH y a la Dirección de Presupuesto del Ministerio de Hacienda, una carta, en la cual les solicita subsanar los problemas mencionados y acoger
otras observaciones, tales como:
- Que la renuncia o alejamiento del cargo se produzca sólo cuando se cancele en su totalidad la bonificación de los 11 meses de sueldo y el bono adicional;
- Que quede explícitamente establecido que los Profesionales que cumplieron más de 65 años al momento de la publicación de la ley, tienen 180 días para postular al incentivo al retiro;
- Dejar expreso que las personas que cumplan la edad de 65 años posterior a la fecha de publicación de la ley, también tienen 180 días para realizar su postulación al beneficio de incentivo al retiro y ;
- Que la bonificación de 11 meses debe cancelarse por el total de haberes y no por el imponible, debido a que esta última no considera asignaciones especiales que algunas Universidades otorgan a sus Profesionales y que corresponden a una gran proporción de sus remuneraciones (es el caso de los Profesionales de la Universidad de Chile y de otras regiones).
Esta
Asociación gremial, comprometida con los derechos de sus asociados y, por
intermedio de la Federación nacional que la representa, realizará todas las gestiones
necesarias ante el Gobierno y el Congreso para lograr mejoras al protocolo de
acuerdo que se nos ha presentado.
