La Asociación de Profesionales y
Técnicos de la Universidad de Chile (APROTEC), representada por su Presidente,
Boris Barrera Vega, y su Vicepresidenta, Zaida Espinoza, estuvo presente en la
promulgación de la ley HCUCH. Como asociación, vivimos este momento con
sentimientos encontrados. Experimentamos alegría al regresar a la red pública,
donde siempre debimos permanecer, recuperando así nuestro papel central como
hospital universitario público. Esta reincorporación nos permitirá atender a
los sectores más vulnerables del sector norte.
Sin embargo, lamentamos que la
ley no incluya a los trabajadores del Jota, lo que nos encamina hacia la
precarización laboral: más trabajo con la misma remuneración y sin bonos, que
son habituales en los hospitales públicos según las leyes 19490 y 19937,
vinculadas a metas sanitarias y comportamiento funcionario.
A pesar del respaldo de diversos
sectores políticos, nuestro intento de establecer un diálogo entre el
ejecutivo, las autoridades universitarias y los gremios del hospital, nos
encontramos con el rechazo de la DIPRES (Dirección de Presupuesto) y el MINSAL
(Ministerio de Salud), a pesar del compromiso previo con diputados/as y
senadores/as tanto del oficialismo como de la oposición.
Durante la promulgación de la
ley, tuvimos la oportunidad de dialogar con el Presidente Gabriel Boric,
insistiendo en la necesidad de una mesa de diálogo. El presidente nos escuchó
con atención mientras expresábamos nuestros puntos de vista con respeto,
firmeza y convicción, representando así el sentir de nuestros asociados y
asociadas.
Además, sostuvimos conversaciones
con la Diputada Karol Cariola, defensora constante de los trabajadores y
trabajadoras, así como con la Diputada Ana María Gazmuri, Presidenta de la
Comisión de Salud de la Cámara de Diputados y Diputadas, quien se comprometió a
colaborar con nosotros. Asimismo, el Diputado Hernán Palma mostró disposición
para reunirse con nosotros.
